ARTICLE

The
name of this organization shall be the Texas Fastpitch Coaches Association
(TFCA).

PURPOSE:
The purpose of the Texas Fastpitch Coaches Association is to develop, promote,
and advocate the sport of high school fastpitch softball. The mission of this
association is to support the TGCA for the betterment of high school fastpitch
softball coaches throughout the state of

Types
of membership in the TFCA are as follows:
Active
Privileges
i.
Attend all meetings
ii.
Eligible to make motions and vote
on all issues affecting TFCA
iii.
Eligible for elected and appointed
positions in the TFCA
iv.
To receive TFCA publications
Affiliate
Any
other persons interested in high school fastpitch softball and who support
the purpose and objectives of the TFCA.
i.
Retired high school coaches
ii.
Collegiate Coaches
iii.
College students
iv.
Travel / Recreational coaches
v.
Athletic Directors, ISD
Administrators
Privileges
i.
Attend all meetings of TFCA
ii.
Address issues of importance at
any TFCA meeting
iii.
No voting privileges
iv.
Receive copies of TFCA
publications
Honorary
Those
persons who have rendered notable service TFCA, or to the sport of

Lifetime
Privileges
i.
Lifetime membership carries the
privileges of Active membership until retirement from high school coaching. At
that time, they shall become Affiliate members.

A.
Application
a.
Application
of membership shall be made to the Secretary. The applicant shall furnish
credentials that will determine the class of membership to which he/she is
entitled. The application shall be accompanied by the dues; the secretary
will inform the applicant is he/she is approved and the class of membership of
which he/she is a member.
B.
Dues and Fees
a.
Active / Affiliate Membership --
$20.00
b.
Student Membership -- $10.00
c.
Lifetime Membership -- $200.00
d.
Honorable – As selected by the
board of directors
C.
Renewals
a.
The SID will notify all members
within 30 days of the renewal date
D.
Application for new membership may
be made to the TFCA secretary at any time.
E.
Admission deadline for the 2006-07
school year will be on November 1, 2006.
F.
Admission deadline for the 2007-08
and thereafter will be on October 1st.

OFFICERS
AND COMMITTEE MEMBERS
A.
The executive board members of the
TFCA must be elected by the general membership of Active members.
a.
The voting meeting will be held at
a location and time corresponding to the TGCA summer clinic.
B.
The executive board members shall
be as follows:
a. President
i.
Shall preside at all executive and
general meetings of TFCA
ii.
See that all policies and the
constitution and by-laws of the TFCA are adhered to
iii.
Appoint membership of all
committees
iv.
Represent or appoint a
representative to represent the TFCA at appropriate occasions (UIL meetings)
v.
In cooperation with the rest of
the board, develop relationships with businesses and other organizations to
encourage financial and promotional support for the TFCA.
vi.
Assume the duties of past
president for the unexpired term if past president’s position is vacated
b.
1st Vice President
i.
Shall preside at all executive and
general meetings of TFCA in absence of the president
ii.
Assist the president in the
performance of his/her duties
iii.
Perform all duties as appointed by
the president
iv.
In charge of organizing TFCA at
clinics around the state
v.
Attend all executive and general
meetings of TFCA.
c.
2nd Vice President
i.
Assist the 1st vice
president in performance of his/her duties
ii.
Perform all duties as appointed by
the president
iii.
Attend all executive and general
meeting of TFCA
d.
Treasurer
i.
Collect membership dues
ii.
Keep accurate record of all funds
iii.
Make disbursements upon approval
of president and board
iv.
Present financial statement at
board meetings
v.
Perform additional duties assigned
by the President
vi.
Attend all executive and general
meeting of TFCA
e.
Secretary
i.
Give notice of meetings
ii.
Record the minutes of all meetings
iii.
Process membership applications
iv.
Keep membership and meeting
records

Send membership dues to treasurer

Send membership information to SID

Perform additional duties assigned
by the President

meetings of TFCA

Past President
i.
Attend all executive and general

Act as advisor to current

Public Relations
i.
Liaison between the TFCA and other
organizations as assigned by the president

Attend all executive and general
meetings of TFCA

h.
Softball Information Director
i.
Disseminate information to all
TFCA members
ii.
Keep database of membership
iii.
Compile and send out TFCA
newsletter
iv.
Maintain TFCA website

Attend all executive and general
meetings of TFCA
vi.
Perform additional duties assigned
by the President
C.
The initial executive board will
serve for 2 years. Beginning in 2007, a 2nd Vice President will be
elected and each year, the 2nd Vice president will move up to 1st
vice president, the 1st vice president will move up to President, the
president will move to Past President. The election for the 2nd vice
president will begin in 2007-08.
D.
The initial terms for the
secretary, treasurer, public relations, and softball information director will
be for 2 years. Subsequent terms for these positions will be for 1 year
beginning in 2008-09.

A.
Members of Auxiliary Committees
shall serve one year in office and may be reappointed for additional years by
the President.
B.
Executive Committee
a.
President, 1st Vice
President, 2nd Vice President, Past President, Secretary, Treasurer,
Public Relations, Softball Information Director
b.
Meet and make decisions
appropriate to the smooth operation of the TFCA
c.
Make recommendations to the active
membership for consideration at the general meeting
d.
Make recommendations to the
appropriate organizations (TGCA, UIL, NFHS, etc.) concerning softball issues.
C.
Auxiliary Committees
a.
Membership
i.
Meet at TGCA summer clinic to
discuss issues concerning membership issues
ii.
Meet as needed to discuss
membership issues
iii.
Promote membership in the TFCA
from their areas and throughout the entire state
b.
By-Laws
i.
Meet at TGCA summer clinic to
discuss issues concerning by-laws
ii.
Meet as needed to discuss issues
concerning by-laws
iii.
Make recommendations to executive
committee to consider any changes or revisions to by-laws of the TFCA.
c.
Special Liaison
i.
Meet as assigned by president to
discuss issues
ii.
Members will represent the TFCA
with other organizations
d.
Roving Clinic Committee
i.
Serve to promote membership of
TFCA at clinics throughout the state.
ii.
The idea for this committee is to
serve as a round table committee (if requested) in various areas of the state to
discuss ideas about strategy in different situations and discuss all questions
posted by attendees. A box would be available to post questions so no one
would feel embarrassed or too shy to ask. This committee would consist of
successful veteran coaches and show new coaches that there are different ways to
accomplish the same task and not any one way is the only answer.
e.
TGCA All-Star Advisory Committee
i.
Observe and research facilities,
assist TGCA with anything necessary to facilitate the success of the all-star
games
ii.
Committee reports ONLY to the
president of TFCA
iii.
Committee takes no action until
directed by the president of the TFCA
A.
Executive board members shall be
voted upon by a majority of the active membership at the summer general meeting
B.
Elected members shall begin their
terms at the end of the summer general meeting
C.
No board member may hold more that
one elected position
D.
Voting positions are as follows:
a.
2nd Vice President
b.
Secretary
c.
Treasurer
d.
Public Relations
e.
Softball Information Director

A.
Any officer who intends to resign
his/her position must submit said resignation in writing to the president of the
TFCA who will then forward the information to the executive committee.
B.
Any officer who resigns his/her
softball coaching position during the school year also shall resign position on
the executive committee.
C.
Any vacancies during the year will
be filled by appointment of executive board.

AMENDMENTS
TO BY-LAWS/CONSTITUTION
A.
Changes to by-laws and/or
constitution must follow the following procedures
a.
Written amendments must be
submitted in writing by any active or affiliate member to the by-laws committee
b.
The by-laws committee will
consider written amendments for recommendation
c.
If the by-laws committee considers
the written amendment as worthy, then the committee will recommend the amendment
to the executive committee
d.
The executive committee will then
consider the amendment for recommendation to the active membership at the
general meeting.
e.
The active membership will then
vote on the amendment. For approval, the amendment must receive a majority of
votes in favor.
